Tallinn supports homeowners on joining the public water system

By the regulation of the Tallinn City Council, the city will reimburse the connection fee when joining the public water supply and sewerage system for residential buildings with a permit issued before 2011. In order to receive compensation, an application must be submitted to the Tallinn Environmental and Public Utilities Board.

In 2010, large-scale sewerage works were completed in districts of Nõmme, Pirita, Kristiine and Haabersti, in areas where there was no sewerage before. The construction of new connection points made it possible to connect to the public water and sewerage system with the support of the city for the remaining minority of the properties that have not yet been connected.

Deputy Mayor Kalle Klandorf noted that according to the Tallinn Environment and Public Utilities Board, there may be about 600 properties not connected to the public water supply and / or sewerage system. “Thus, the compensation is an effective aid to many households. I hope that homeowners will use this opportunity and submit the application,” said Klandorf, adding that people who have lived in Tallinn according to the population register for at least one year before applying and whose house has a building permit issued before 31 December 2011 are entitled to compensation. “The purpose of the property must be 100% residential land and each owner receives compensation for only one property.”

The connection fee shall be reimbursed for the connection of the property to the public water supply and / or sewerage system if:

  • the property has been acquired before 31 December 2011, the property has piping but no connection points – 50 per cent of the connection fee shall be reimbursed, but not more than 5,000 euros;
  • the property has been acquired after 31 December 2011, the property has piping but no connection points – 30 per cent of the connection fee shall be reimbursed, but not more than 3,000 euros;
  • the property has been acquired before 31 December 2011, but there is no piping – 50 percent of the connection fee, but not more than 15,000 euros, will be reimbursed;
  • the property has been acquired after 31 December 2011, but there is no piping – 30 percent of the connection fee will be reimbursed, but not more than 9,000 euros.

In case the owners of all the properties described above apply for compensation, the total cost could reach 4.8 million euros.

To receive the compensation, an application together with the required attachments must be submitted to the Tallinn Environment and Public Utilities Board on the address uvk@tallinnlv.ee. Information on the reimbursement of connection fees and the application form can be found HERE.

The regulation of the Tallinn City Council formulates the scope, conditions and procedure for payment of compensation for the connection fee to the public water supply and sewerage system in Tallinn. If there are no funds in the budget of the city of Tallinn for the payment of the benefit in the year of submission of the application for payment of the benefit, the benefit shall be paid in the following year.
