THE CONSTRUCTION OF THE OLD CITY HARBOUR TRAMWAY WILL BEGIN NEXT YEAR
In the draft city budget for 2023, the largest share of the total amount of investments is the reconstruction of roads and streets and major repairs, for which 78.1 million euros are planned. The emphasis is on the reconstruction of important traffic junctions and capital and rehabilitation repairs of streets, bridges and viaducts.
“It is a pleasure to note that despite the difficult economic situation, Tallinn continues to build important infrastructure and also starts designing and building new objects. The comfort of road users and smooth traffic is important to us. In addition to the reconstruction of large-scale streets, we also pay great attention to making the surroundings of schools safer,” said Deputy Mayor Vladimir Svet.
Next year, the construction works of the foreign-funded major project “Tramway between Ülemiste Terminal and Old City Harbour” will begin. Nearly 21.4 million euros have been planned for them, of which the city budget is more than 3.5 million euros. The construction of the Tondi special-level intersection and the reconstruction of Kotka Street in the section between Tondi Street and Tikutaja Street will also begin, for which more than 3.5 million euros have been planned in the city budget.
Reconstruction works on Jõe street and Bronks street and Vana-Kalamaja street will also be finished next year. For this purpose, a total of 15.9 million euros is planned in the city budget. The design of the section of Peterburi road, Liivalaia street and Tulika street between Endla and Sõle will continue, 2.1 million euros have been earmarked for the design work.
Major overhaul and reconstruction works are carried out on E. Bornhöhe road and Lehe and L. Koidula streets (access road to the new economic building of Kadrioru Park). In addition, public transport stops and tracks are reconstructed, bridges and viaducts are repaired, and road thresholds are built to ensure safe traffic. The designs of the tunnels on the future Rail Baltic route are also being completed and construction work is starting. A total of nearly 6.9 million euros has been planned for these works. 6 million euros have been planned for the repair of inner-quarter streets in the city districts.
The implementation of Tallinn’s cycling strategy for 2018-2028 will also continue. In 2023, 6.3 million euros are planned for investments. The work on the second stage of the Lasnamäe bike path connection with the city centre and the extension of the bike paths on J. Poska Street to Reidi Road will be completed. The network of bicycle parking lots will continue to be expanded. To ensure the safety of pedestrians and light traffic, the construction of pedestrian tunnels under the railway viaducts of Endla street and Paldiski road, as well as between Kotka and Tehnika streets, and the design of the tunnels at the Pääsküla railway station will begin.
8.9 million euros are planned to accelerate the transition of street lighting to LED lights, including the renewal of lighting in parks and outdoor areas of kindergartens. In order to increase the safety of pedestrians and other road users, the “Safe Crossing” program will continue, during which special lighting and traffic light systems will be installed for pedestrians.
Tallinn’s 2023 city budget must be approved by the city council. The draft city budget presented to the council has a total amount of 1.14 billion euros, which is 66.5 million euros or 6.2 percent more than the specified budget for 2022.
